Ok been thinking about some things...comments/concerns? :3
New Rank Caps Student 150 -> Genin 1k -> Chuunin 3.5k -> Jounin None
New Rank up methods Student -> Genin = Consists of Passing Genin Exam (which can only be taken at level 50+) consists of successfully using Bunshin no Jutsu and Henge (both of which would rely upon Chakra Control)
Genin -> Chuunin = Same as before
Chuunin -> Jounin = Appointed/Suggested by Kage (See Rank up Thread, my comment for full details) with possibly a bypass method upon hitting 3.5k with taking a special Mission
Jounin would be the Max Rank, while Sannin would be Leaf only.
Redone ChakraControl, Sword Training and Throw Training. Basiclly CC gaining methods will award a SMALL amount of EXP (this way Students will level up while gaining CC for the Genin Exam.)
While Sword Training and Throw Training methods will have their EXP removed in place of a Sword/Throw "EXP". Think of it as the same, but instead of being awarded normal exp, you get exp to that training method, and when you would "level up", that skill would go up. The Cap per Method would be your level x 2 (This still makes the cap of a level 10,000 be 20,000 Sword/Throw) The point of this would allow anyone to use a Sword/Throw without having to worry about grinding only this method. This also allows you to waste more time doing something, expanding the life of your char. ;3
With above suggestion, I am concidering slightly (SLIGHTLY) lowering the damage output of the basic forms of damage in which sword/throwing does (IE, Attack Verb damage and Throw Verb damage) since everyone will be able to "max" said stats. Allowing the Clans with actual jutsus that depend on these stats to still have an advantage with these stats.
Remove Kage's ability to kick Village members unless that Village Member is Village Killing. Villagers who wish to leave could do so via the Leave Village verb.
These changes are driven by my views of the playerbase. I am sick of people getting each rank like it was a check. I want them to mean something, part of the struggle of getting there. The Training suggestions for CC is to fall in line with the Student/Genin changes. While the changes to Sword/Throw are due to me seeing players ONLY train on those for the whole game. Not even touching the other methods because they wouldnt have the chance to gain those Sword/Throwing levels back.

Allowing the Clans with actual jutsus that depend on these stats to still have an advantage with these stats. Why not just buff these clan jutsus instead of nerfing everyone else? I feel like swordsmen already took a hit with the .9tai+.9SS thing, same with throwers. Also I do not approve of Kages not being able to exile, sometimes noobs can really ruin a village's reputation i.e. Ciftaa and Riku and it's a kage's job to fix that =l. Plus they're entitled to run their village how they want. Imma just take a shot in the dark here and ask...could we incorporate squads with jounin initiation? Maybe make these squads permanent during their stay in the village, would really get some teamwork going. One last thing I wanted to suggest was making a cooldown on when someone can be reinvited to a village. A lot of time what happens is that as soon as someone gets kage one person will leave their village and join theirs within like 10 seconds. =/ maybe make there be a delay between leaving one village and joining another village to be like 2 days or something.

Well Roy pretty much addressed the issues I had with this. But I do have to ask Matt, what happens to the acquisition of the Jounin clans? Will they still be 2k or are you planning on keeping the current req (obtaining a Jounin Medal) thus potentially raising the bar to 3.5k? I don't see that route going over well... at least not in the current state of the game, of course things would probably change.
@sefi, I think Roy means the nerf to damage. Though this opens up the possibility of being able to switch between throwing/sword usage, Big Swords already had a super nerf (or what could be considered as one) with just .9 damage being taken down. At lower levels, it's virtually nothing, at higher levels you really see the difference.
I would continue but my thoughts are clouded atm lol I'm super sleepy. Night peoples.

No...why would you gain Throwing/Sword from one log? Its the same as before, just you won't gain Actual levels for training on Sword/Throwing, just gain those stats.
As for addressing Roy, Clans which didn't want to go the Throwing/Sword methods because they wanted more Chakra/HP will now be going those methods to get access to the extra damage ontop of the other damage outputs they had access too. This is kinda nerfing you (Being a Uchiha) because you arn't what I consider to be a Clan that needs Sword Training. The nerf to attack and throw would just be a .1 or .2. While Jutsus that worked off that Stat (Such as Katon Shuriken Housenka) would still be the same damage forumula.

Nice plans lol, makes me feel like I can do what I want w/ certain clans now XD especially w/ sword/throwing on their own levelups.
Also, like the Jounin idea. It also makes people want to mad dash for kage, and perhaps encourages internal rivalry/fights to prove to the Kage you deserve jounin. Though...I really think "open" villaging clans would help promote this, as there's people who get attached to the village they began in and aren't keen on switching to emptier, clanless villages. Unless ofc, Non-Clan is finished, in which case, disregard that. XD

Kyo,
You train on the log to gain level ups, while you train sword and throwing skills individually. Meaning you can still have a well-rounded character w/o having to worry about level-ups interfering w/ your sword/throwing gains.

Think Kage should be on a merit basis, not a level requirement. I.E. Kage should only go to players who can be trusted with the position, are proven to be active, and actually enjoy the village they're leading.

Can we get water walking training back in? The whole reason of its removal was because throwing and sword trainers would level up and not get the skill points. Could water walking give more chakra and less health? This would promote different methods of training methods, and was earlier implemented earlier in the game.this would promote more ninjutsu users.
Btw.. We would need more logs in some villages.

@ichiru Those two things don't correlate at all lol. The reason it changed was because of the CC System.
@matty Having sword skill and throwing accessed by everyone regardless of their build will have everyone using swords.. again. Tai-whoring is still pretty popular but some people still wanted to log train for the superior stats, now they can have the superior stats and superior damage of a sword. Or did I misread.
Rest of it seems fine.

Um, I would not think that the kage given jounin would work. Active or not there will be sometimes when Kages will give jounin to like people who they trust like their friends. I know alot of people who have been kages to do that. And just saying that would not always work, people have diffrent time zones and while the kage could be sleep they could be full awake. I am not a downer or anything. I am just considering the players view.

I too am confused like waga. Are you saying that the only way to gain exp towards leveling up is log training, as well as the kill npcs and I'm supposing that the exp you gain from getting cc also levels you up?
Does this mean I now have the ability to upon capping from log training I can then begin throw AND sword training to have both skills at hand. That shit cray.
