Biju Revamp:
Basically instead of having people able to take the same Biju once taken it won't be respawned any further. As well as the user going on random killing spree's with the Biju.
Each Biju has a special technique as well to go along side their Bijudama like how each Biju has special techniques in the Anime / Manga. For instance how Shukaku is seen shooting 'Drilling Air Bullets'. Secondly the Biju should spawn at a CHANCE when their NPC counterpart dies. Example: You want Kyuubi, fight Naruto NPC there's a 10 percent chance he'll activate chakra mode and he grows significantly in strength once doing such. After if you defeat him in chakra mode he'll unleash Kyuubi who you can seal with Shiki.
Akat's part in the equation: Once Akatsuki obtain all 10 Biju the lucky member should be able to conjure Juubi and become SoSp. If you feel this is too op'd then another method such as the Juubi NPC spawns and is controlled like a Edo or Kuchiyose temporarily for say 30 minutes or until death. Once done the tailed beast return to their respective NPC's and can be taken by other players.
Raids and Village Funds:
Village funds should be a thing, where each village starts with 0 ryo and it slowly goes up (similar to curse seal chakra) over time. Capping out at around 50,000 ryo. And rogue ninja or even other villages should be able to literally go to the bank. (There should be a building similar to Akat Cave or Hidans hideout that u can walk inside and speak to a npc). So basically someone from another village can walk into a rival villages bank rob it. It will display in bold letters to everyone that the bank at (X) village is being robbed. Players from the village or even allies of that village can come to stop the robber or robbers before a 5 minute countdown goes off. If not killed the players take all of the current village funds. (Village funds shouldn't move as quick, maybe 30 irl minutes for it to max to 50,000 ryo).
That way raiding would have some means of significance other than to kill others. And it offers people another motive as to why they'd fight their peers.
Police Force:
We should have a police force for each village. And member of the police force get a verb called 'detain' which imprisons a player who is at 10% of their maximum health. Once detained the player is summoned to the villages jail cell or some sort of prison where they serve a 5 minute sentence. Detain should be only used on Akat members or rogue ninja, and the detaining officer should be able to get some money dependent on the letter grade of the rogue.

I can personally contribute icons and to some extent codes to make such a thing possible. Though these are just loose suggestions I personally would like to see that will improve the game.
