Eh, I'll try to keep this short and to the point. I personally believe that, Non-clans, as the most underpowered "clan" in the game, should be given something to make them worth playing in the form of further customization.
An example of something non-clans could access would be this: mattfox.proboards.com/thread/4792/clan-sword-styles-style-cloud .
Of course, they would not be limited to that; non-clans would also be able to achieve a genjutsu expert status, much like Kurenai, or learn unique jutsus like the Hiraishin. The puppeteer and the former Sage Toad clans could also be implemented as forms of clans a non-clan can become after accomplishing certain tasks, and Black Lightning could be made into a non-clan exclusive - although I doubt you'd do it, lol.
Passives like chakra or health bonuses are also possible, and could be chosen during character creation.
Below is a list of traits that a non-clan could have:
Sword Specialist - See Kureii's thread. :l
Genjutsu Expert - Would be able to learn a technique resembling Gen reversal, which allows them to break free of hand-binding genjutsu, and perhaps learn techniques that allow them to inflict damage on an opponent using forms of genjutsu.
Hiraishin User - Can use the Hiraishin, a jutsu that allows you to place marks anywhere (up to 3/4/5/whatever at a time), and teleport to them using corresponding commands. You would also gain a jutsu similar to the Assassination skill of the Mist.
Extended Chakra Reserves - These kinds of non-clans will obtain an extra amount of Chakra, ending up with roughly 1.3-1.5 times the chakra of a regular Shinobi.
Extended Health Reserves - Same thing, except with Health instead of Chakra, and the amount would be slightly lower.
Sealing Technique Master - These non-clans would be able to obtain Shiki Fuujin without participating in tournaments, and will learn several barrier techniques as well. Those barriers could either repel attacks in a similar fashion to that of the Doton Kouka and Hari Jizou techniques, or just keep someone trapped inside a barrier. some could have special effects applied to them, but that's prolly pushing it so meh.
Summoning Jutsu Adept - :l.
Rare - Kekkei Tota Owner - Idk how this would be made a rare, but... Basically, you get the Kekkei Touta stuff and get Fire, Earth and Wind as your elements. Affinity is either Earth or randomized. lol.
Bubbles - idfk how to call this shit, utakata tho.
