Leveling :
PvP based lvling up : I say this should be added because no one wants to just sit there watching as hey hit a log till capped thats boring. Killing should give lvls based on ranks by random for EX.
STUDENTS - WILL GIVE BOUT 5-10 LVLS PER KILL
GENIN - WILL GIVE BOUT 30-50 LVLS PER KILL
CHUUNIN - WILL GIVE BOUT 75-100 LVLS PER KILL
JOUNIN - WILL GIVE BOUT 150-250 LVLS PER KILL
ANBU - WILL GIVE 250-325 LVLS PER KILL
SANNIN - WILL GIVE BOUT 350-500 LVLS PER KILL
KAGE - WILL GIVE BOUT 500-750 PER KILL
DYNING BY PVP - THIS SHOULD ALSO GIVE LVLS BUT!! THE PERSON WHO DIED MUST DO A CERTAIN AMOUNT OF DAMG TO THE KILLER TO GET THEIR SHARE OF LVLS .EX
LVL 2K DOING BOUT 5K DAMG TO A LVL 5K+ SHOULD GRANT THEM BOTU 5-100 LVLS WHEN DIE.
LOWER LVLS WHO WIN AGAINST HIGH LVL OPP. SHOULD GET A BOOSTED LVL GAIN THAN THEY WOULD IF THEY WERE KILLING A LOWER LVL FOR EX.
JOUNIN GETS 150-250 LVLS PER KILL BUT IF A LVL 2K KILLS A LVL 5K THEY GET BOUT 250-400 THAT WILL GIVE PERKS TO BOUT LOSING AND WINNING SOO THERE WILL BE NO COMPLAINTS IN MY OPPINION.

500-750 levels for killing a Kage seems like too much since a Kage's level can range from 2.5k - 10k. I think the levels you gain from killing a kage should just be based on their level including a bonus for their rank.
As for the genjutsu fighting style it shouldn't do damage at all to their hp since it's just attacking the opponent mentally, not physically. That wouldn't make sense at all.

Yeah, I definitely agree they're a bit high. Considering someone could essentially camp leaf (XD I did it w/ my Kidoumaru a few times when I wanted bodies) if they wanted to and gain like loads of levels. I think two categories should be taken into consideration.
First: The Victim's Level -- PvP Levels should only come from attacking a target who is level 850 or higher. The levels awarded per level range of the victims could be as follows:
850~2000: +3 Levels 2001~4500: +5 levels 4501~8000: +7 Levels 8001~10000: +12 Levels
Second: The Victim's Rank -- This would count for less, particularly in the 850~2000 range, but could help in regulating kills somewhat. The bonuses depending on rank could be as follows:
Genin: +2 Bonus Chuunin: +3 Bonus Jounin: +4 Bonus Kage: + 6 Bonus
E-Rank Criminal: +3 Bonus D-Rank Criminal: +5 Bonus C-Rank Criminal: +7 Bonus B-Rank Criminal: +9 Bonus A-Rank Criminal: +11 Bonus S-Rank Criminal/Akatsuki Leader: +12 Bonus
E-Rank Criminal: +1 Bonus D-Rank Criminal: +2 Bonus C-Rank Criminal: +3 Bonus B-Rank Criminal: +4 Bonus A-Rank Criminal: +5 Bonus S-Rank Criminal/Akatsuki Leader: +6 Bonus

The Blue color represents "village ninjas"; the bonus levels count as an equivalent Rank mission reward, so are received by bringing the bodies to the Jounin NPC in each village. Red represents the bonuses for a 'Criminal/Missing Ninja', the Bounty NPC would award additional levels based on the enemy's rank (even fellow criminals) on top of the money put into the brief case.
My hope with the bonuses is that Village players will mostly go after high-profile missings rather than stalking each other, although that probably would not happen anyways xD.
I had an additional idea I was considering posting but do not wanna intrude on this topic with it. xD

That wouldn't make sense at all.Hate to double-post, but I need to point something out here, mostly flawed logic. The 'Placebo' effect applies to other forms of mental manipulation as well. For instance, if you are blindfolded and someone tells you they've pressed a hot iron against your leg while holding something that's radiating heat near you and pressing down with their other hand, you will begin to feel as if you're being burned. Honestly, I feel most of the Gen should be revamped (Except for Orioke which technically isn't gen) and if it's a stun/bind gen it binds both the user and the victim for about 3~5 seconds before wearing off and dealing damage to the victim proportionate to the level of Genjutsu itself. This would provide players with more of a reason to gen spec, as Kai would neutralize the damage component as well. While on the topic of Genjutsu Kai, I should also mention that if the bind/stun gens are altered to work like this, Kai'ing the freeze should "reflect" it on the attacker, dealing about 20~30% of what you would have received. Kai should ALSO not work if your own Gen is twice that of the one trying to release the genjutsu.
