These are just ideas.
Jutsus being learned by having sufficient amount of points in the right stat instead of just level.
Handseals
Before using a jutsu user has to do handseals, depending on jutsus' rank handseals take longer and after done user can use the jutsu within 5 seconds.
Jutsus are divided by: weak, strong and affinity.
Weak - 1 sec of handsealing, strong - 2s, affinity - 3s.
And of course some jutsus don't require handseals at all.
Doton: Retsudo Tensho
User clicks somewhere to make the ground whirl inwards moving any enemy caught toward the center making him unable to move for a few seconds.
It's possible to escape using shunshin, mastered shunshin required if already in the center.
Doton: Shinju Zanshu no Jutsu
User hides under the ground for few seconds. First enemy that gets too close (2 tiles in every direction maybe) gets dragged down in the ground leaving only head on top.
Caught enemy is voulnerable to anything for few seconds.
Mokuton Hijutsu: Jukai Kotan
Used like Nara's shadow. User makes impassable wood that can be expanded using chakra. Deals damage when hit. Can be burnt. Also due to being impassable can trap enemies.
Sabaku Fuyu
Requires gourd. Creates a sand platform to fly, can't use sand jutsus because of sand being already used.
Shichuro no Jutsu
Wood cage instead of footprint, makes more sense (unless it's been changed)
Doton: Kajugan no Jutsu
Enemy punched with this jutsu gains weight slowing his movement for few seconds (doton kouka style).
Hospital only accessible for villagers.
