i think the village jutsus should be only known by a village and stay in the village to prefend village hoppers, with an exception for the cursed seal. for example when someone joins mist for Kirigakure no Jutsu and then leaves they wont keep it. i dont know if matt would bother to code this in but let me think what you guys think of it

So you learn a village jutsu upon entering a village... But upon exiting, you magically forget how to use the jutsu?

Actually this idea isn't all that bad, and I believe it's been suggested before. Perhaps by me, or by someone else, I cannot remember.
However, it WOULD help keep people in certain villages, like the Multiple Flying Blades technique in Sand. In spite of that, some villages don't have any jutsu for people to keep them there (like Cloud or Stone), which would possibly result in those villages having fewer members.

Rather than forget the jutsu, what if the jutsu becomes locked? Like when you use it, a message will say "You are forbidden to use this jutsu by the order of the x-kage"
x-kage will represent the kage of the village you have just joined.
PS: This only applies to players who have joined another village. Obviously, if you're a missing nin, you wont listen to either kage and will be able to use the jutsu. But if you join a new village, you will have to listen to the new kage, and the jutsu will be locked.

Or you could give the kages a Seal Village Jutsus verb and if a nin leaves the village they can choose to let them keep the jutsu or hunt them down and seal the jutsu so they won't be able to use it again until the kage unseals it.

Why not combine the two.
If you are a missing nin the kage could use a "Seal Jutsu" verb in order to block his village's jutsu from your usage. Whenever you try to use it, it will say "This jutsu has been sealed by x-kage, you cannot undo the seal!"
The issue with this is some village jutsu can be copied by Uchiha. Like Mizu no Tatsumaki.

Which is completely fair..... If you remove the fact that uchihas can copy moves via sharingan then you start to break the game of it's natural order. gtfo with your trash talk trashman barry.

Noshi you cray, I guess it's time to take you (le garbage) out since I am le "Trashman" Barry.
The issue I was concerning was not how to block Uchiha from using the jutsu, but to block them from being sealed because the jutsu counts as a Village one when they've copied it. A very Pro-Uchiha idea, and it's fair. If they were to be sealed then copying with the Sharingan wouldn't be as valuable.

the problem with this idea is matt has it setup so certain elements (namely fuuton) are almost completely useless unless you are in the village recquired for the jusu.

This isn't that kind of game so really "sealing" isn't imperative. Also, restricting village jutsus are really irrelevant because let's be honest, the only real village jutsu that's detrimental is Sunagakure's flying multiple blades; every other jutsu is easily trumped by taijutsu cramming.
