Basically a system in which clans are endowed with an ability that remains dormant. A few have been added to the game.
Aburame Passive: When poisoned the aburame users their bugs to clean the poison.(Active)
Hyuuga Passive: When about to recieve an attack the users quickly spins out performing rotation, reflecting the attack.(Chance)
Senju Passive: Upon creation they are born with 1k Strength, 100% Chance of Shousen, 1k Stamina and 1k Chakra. They also have a chance to reduce received damage.
Akimichi Passive: 5% Chance of buffering down damage upon receiving with expansion.
Deidara Passive: When getting genjutsu casted by a Uchiha, the deidara the user has a chance of canceling the jutsu.(Chance)

Inuzuka Passive: Speed boost on land.
Uchiha passive: %+ Katon dmg
Rikudou passive: % chance to randomly push back when attacked?
Jashin passive: already have it
Kidoumaru Passive: Headshot passive, % chance to do more damage.

Senju one should be a 10% chance to counter enemy ninjutsu w/ Wood Bind imo.
Aki sounds fine, though 10% sounds better considering you've got people dealing 25k-30k damage in some occasions.
As for a couple suggested ones:
Puppetmaster: Non-Special Puppets have a 10% chance to counter attacks made against them, dealing 1/4 the damage the puppet would have taken. Also, puppet HP is equivalent to 70% of the puppeteer's.
Inuzuka: When using garouga, tsuuga, gatsuuga, or in soutouro(twin-headed wolf) form, the Inuzuka's movement speed is faster than previously.
Non-Clan: Profession-specific jutsu have their cooldown reduced by 50%.
Uchiha: +10% damage to Katon jutsu.

I don't see why uchihas need a katon boost, they're already getting exclusive katon moves. I'll personally read all of these and list faults later though. <3

BTW with boulder i think ur speed should get faster and faster the longer its on. Like you turn it on, regular speed, move a bit, faster, faster, faster, etc.

Wait, why would Deidara get a passive that cancels genjutsu from an Uchiha. And Kurei, your Inuzuka passive sounds OP >.<

Maybe lol. thought tsuuga and gatsuuga were pretty weak, though. That, and if the player moves too fast, they'd probably have a hard time aiming it Akimichi thing sounds nice. Though I hear the boulder's pretty damn strong when it hits, unless I've been mishearing. xD

Medic Passive: % chance to heal 50% of damage inflicted unto the user
Taijutsu Specialist: % chance to counter (or dodge) with 25% (if countered) damage reflected onto opponent
Hyuuga passive: % chance to initiate rotation, reflecting throwing weapons (it currently does not do this) and bouncing back 110% taijutsu damage back to opponent
Konan: % chance to scatter and negate damage upon being attacked (obviously would only work when in physical form)
Rikudou: % chance to initiate Chibaku Tensei when performing Shinra Tensei (very low % chance seeing as Shinra Tensei doesn't have much of a CD atm, also would consume a lot of chakra)
Yotsuki: % chance to stun enemies upon hitting them with taijutsu (punches) while Raiton Armor is active
Kaguya: % chance to activate karamatsu when being attacked
Yuki: idk yet...
Puppet Master: % chance that the poison ball will cover a larger area when it detonates
Sand Manipulator: % chance to auto kyuu and sousou (for about 1/4 damage it normally does) when being attacked with Taijutsu punches. The sand must be active.
Sand Manpulator (alternative): Sand Armor activates and reduces damage by 1/4 upon being hit with taijutsu. Movement speed lowered slightly. (this is an either/or, Sand Manip would not have both passives.)
Jiongu: % chance that you will enter Shinso mode (all demons must be out) when your hp drops below a certain 20%.

I think kakuzus should just get a % chance of activating doton domu on hit.

Why would pull do damage? push should do damage, and it shouldn't be a chance >.> push Should do damage, period lol. Possible passive's for rikudous is that if a ninjusu is flieing at them, they have a chance for their nin shield to be cast(the nin path would pop up and cast it), or if you wanted to do a pull passive, make it a chance to "catch" your opponent and stun them.
Uchiha's don't need any fckin thing else, but IF you wanted to give them something....wait, no fck that they already got a passive >.> sharingan boosts their dodge rate, thats a good enough passive for them.
gaaras shoulve have a sand armor passive, punching them causes a chance to cause kyuu

The walking shield thing gaaras have should turn into a passive % chance to activate on hit. Btw kyo for rikus u said pull shouldnt do dmg push should and raix said shinra, isnt shinra push? (btw I guess its a typo but later on u said pull ahould do dmg)
