Maybe w/ Water Gun, he's going by the description of it being a 'High-Pressure Water-Style Technique', high pressure indicates powerful. Also seems to be the only direct attack that Hozuki get except for the fact that they'll obviously be suiton affinity xD

Depends, I guess. Good strategy for Suiton users is to drag the fight to the water where they can use Suirou, and opponents w/ less than 100% CC will drown themselves, turning the battle to their favor xD.
But yeah, High C/D seems like a bad move for it, chakra cost/requirement to use the jutsu should be semi-high though.

It's good but it lacks counter-play.
Searching for complete balance usually makes a game dull so what we need to do is always design a clan with both strengths they can play on and weakness other players can exploit.
This clan has obvious strengths: - Melee immunity - Zone control(I'm assuming they'll have Suiton affinity and that Jokey boy explodes.
They don't really have a weakness but they do have some counter-play so that's good: - raiton allowing melee shit to work(only a few have this) - waiting for them to use Jokey Boy - waiting for them to waste all their hydration - Using Jutsu (Could be hard if standing on water increases hydration.)
Since they lack a weakness the clan will definitely be on the stronger side. One could be quite successful by stacking Taijutsu and using the arm boost to do tons of damage while being almost immune to most melee damage.
I'd list my ideas my I gotta go so let's keep the discussion going. Goals: Add a weakness or more counter-play. OKAY GO!

Whelp since ya'll niggas is useless I'll list some of my ideas.
I can't really think of a somewhat canon weakness but that's fine. Simply having lots of counter-play makes fighting a more enjoyable experience. Note: We're used to things having a decent amount of counter-play so usually when we have things that have little to no counter-play stick out like a black person at a Coldplay concert. AKA Gaara Clan, Senju Stun, and Neck Bind etc. etc. etc.
Okay so here're my ideas. - Suika no jutsu should be passive. - You lose 5% hydration every time you are hit by a melee attack - You gain 1% hydration every step on top of water - They have a water bottle that increases their hydration by 50% but has a 3 minute cooldown. + The rest of the stuff stated in OP.
This way all characters have a way to damage the Hozuki while still preserving the Hozuki's strength of melee dominance.
Yay? Nay? Expansions?

Sounds pretty good.
One thought is if they're hit by Raiton Senbons or Raiton-Affinity jutsu/melee they lose a slightly larger portion of hydration. They'll run out quicker vs. lightning users, which would give the person a larger attack opening, especially on water where most ninjutsu won't hit.

One Suggestion Matt. Suigetsu was shown to be able to turn his body into water, so can we make it so Hozukis go invis in water if they have suika on.
